The distributed set of actors and surfaces through which a criminal system sources, moves, and assigns human executors, rather than recruiting only through obviously criminal channels.

Official Japanese sources now describe organized-crime involvement in procuring Japanese personnel for overseas fraud bases. The layer that supplies those people is the object of this Observation.
02 · Evidence
SOURCE
- The National Police Agency reports organized-crime involvement in managing overseas fraud bases and in procuring Japanese callers and operators, including through anonymous/mobile groups that can connect Japanese and foreign criminal organizations.
- The Ministry of Foreign Affairs warned in December 2025 that Japanese people, including minors, were being recruited through overseas dark jobs, transported abroad, and compelled to participate in fraud or drug transport.
- A May 2026 follow-up named recruitment surfaces that resemble ordinary work: short-term high income, telephone work aimed at Japanese people, hotel review, and fishing-boat work.
INTERPRETATION
- From this Observatory, the object of concern is not only the fraud itself. It is the layer that continuously supplies the people who make distributed fraud possible.
- When execution is geographically separated from orchestration, recruitment has to become infrastructure rather than a local act.
HYPOTHESIS
- Recruitment may increasingly move through ordinary businesses, acquaintances, and staffing-like language, making the boundary between employment and criminal procurement harder to see. This remains a labeled reading of observed secondary reporting, not a nationwide statistical finding.

States that overseas anonymous/mobile criminal groups involving former bosozoku groups and foreign criminal organizations have operated special-fraud bases including in Cambodia. Organized crime groups have been involved in management of overseas bases and in procurement of Japanese callers/operators. Weakened Japanese organized crime groups are increasingly linking with foreign criminal organizations; anonymous/mobile groups can function as connecting nodes. Strongest factual anchor. Geography is not reduced to Cambodia: the same report lists fraud-base arrests across Thailand, Cambodia, the Philippines, and Malaysia.
